The city of McMinnville shall encourage the phased development of industrial land so that a moderate rate of growth occurs. A moderate rate of growth will be considered that rate which enables the city to provide urban services in a timely, orderly, and economic fashion, and which allows the private sector to provide for the needs of the new residents.
