Except when otherwise required, the time within which an act is required to be done shall be computed by excluding the first day and including the last day, unless the last day is a Saturday, Sunday, or a holiday (including Fridays and Mondays which are celebrated in lieu of a holiday falling on a Saturday or Sunday), on which case they shall also be excluded.
