For the purposes of MMC 10.14.010 to 10.14.100, a public street shall be defined to be a traffic congested street when a two-lane public street, or portion thereof, because of the repeated driving of motor vehicles thereon, becomes so congested with traffic as to cause obstruction of streets, side walks or parking lots, impediment of access to retail businesses or other buildings open to the public, or interference with the use of property or conduct of business in the area adjacent thereto or that emergency vehicles cannot respond in that area within a reasonable period of time.
