If a vehicle passes along or across a traffic congested street as designated by signs referred to in MMC 10.14.040, in violation of MMC 10.14.050, any single subsequent drive through of that traffic congested street by that vehicle within the continuous period ending the next five a.m. shall constitute a separate violation of MMC 10.14.050, punishable as provided in MMC 10.14.060; and the vehicle may be towed and taken to a storage area designated by the city and may be held for not more than 24 hours, all at the expense of the owner or person entitled to possession.
