Licenses are for the purpose of identification and tracing of lost or misplaced bikes. The city does not guarantee title nor that seller has conveyed a title without defects. The persons registering bicycles are responsible for investigating and satisfying themselves that a title is valid. Any fees collected are for costs incurred in registering the bike and to develop bike programs and facilities. (Ord. 4269 §l(d), 1983).
