No person shall park a bicycle upon a street, except parallel to the curb in accordance with ORS 811.570. No person shall park a bicycle upon a sidewalk except in a rack to support the bicycle, against a building, or at edge of the sidewalk on the curb, in such a manner as to afford the least obstruction to pedestrian traffic.
