For the violation of any provisions of this chapter, an officer of the police department may issue a citation which shall be in the nature of a notice to appear at a time and place within a period of seven days from the date of issuance. The police department may send to such person or the owner of a motor vehicle, a letter informing such persons or owner of the violation with a warning that in the event such letter is disregarded for a period of seven days a warrant of arrest will be issued.
