The owner or occupant of any house or building which is required by this chapter to be numbered, who fails, refuses or neglects to comply with the provisions of this chapter in so numbering the same, shall, upon conviction thereof before the recorder of the city, be punished by a payment of a fine of not less than one dollar nor more than five dollars, and each day of such continuance of failure, neglect or refusal shall constitute a separate offense.
