A. The charges to be established in a separate resolution are determined to be just and equitable charges and are based upon the amount of water actually discharged into the sanitary sewer system. Except as otherwise provided in this chapter, the amount of water discharged into the sanitary sewer system shall be determined by the water purchased by the water user from the water system of the city.

B. The city council shall conduct an annual review of the sewer user charges and revise them periodically by resolution to reflect the actual operation and maintenance expenses of the sewer system, including lines, pump stations, and the Water Reclamation Facility. (Ord. 4987, 2015).
