The city council finds that it has the authority under Chapter 722 to advance moneys to a joint operating agency, but solely out of surplus funds derived from utility operations and only after a review and authorization by the McMinnville water and light commission of the city. Moneys may be so advanced at future times if in the judgment of the McMinnville water and light commission of the city such expenditures are justified in view of the needs of the people of this city.
