This title is intended to establish procedures and criteria for annexation under the provisions of the Oregon Revised Statutes including, but not limited to, ORS Chapter 222. The city recognizes that annexation of land is both an act of governance and land use. This title lays out the process necessary to annex property into the city of McMinnville. This title aims to achieve orderly and efficient annexation of land to the city that will result in providing a complete range of public services and public facilities for the annexed territory and to ensure consistency with the McMinnville comprehensive plan. The city recognizes that the development of lands at an urban density must include the provision of an adequate level of required urban services, including, but not limited to, sanitary sewer, water, stormwater, roads, and parks.
