Subdivision plats and streets or ways created for the purpose of partitioning land shall be approved and accepted by the planning commission or planning director, as appropriate, in accordance with these regulations. A person desiring to subdivide land, to partition land, to adjust common property lines, or to sell any portion not the whole of a parcel of land shall submit tentative plans and final documents for approval as provided in this chapter and state law. The applicant shall meet all of the requirements set forth in ORS, Chapters 92 and 227.
