All signs visible from the public right-of-way or private areas open to public travel within the city corporate limits shall be within the scope of this chapter. The copy or message of signs is not regulated by this chapter. No sign shall be permitted in the city of McMinnville unless in accordance with the provisions of this chapter or unless determined to be legally nonconforming to the requirements of this chapter, with the exception that where a planned development overlay exists, any signage restrictions adopted with that planned development overlay shall take precedence; further, this chapter does not apply to lands within the areas described in MMC 17.59.020(A) of the Downtown Design Standards and Guidelines and in the Three Mile Lane Ordinances 4572 and 4131.
