The mayor with the approval of the council, shall appoint one councilman as the liaison officer between the city librarian and the council, and such appointee shall familiarize himself with the operation and conduct of the McMinnville public library and to keep the council informed from time to time as to the operation of said library and its financial needs and requirements, with the assistance and under the direction of the city manager.
