The use of the McMinnville public library by individuals who are not residents of the city of McMinnville and who reside in the unincorporated area of Yamhill County shall be charged an annual fee to use the library in accordance with a fee schedule adopted by resolution of the council. The city manager is authorized and directed to establish the terms and conditions surrounding the issuance of a library card upon payment of the required fee. (Ord. 4698 §1, 1999).
