The rules set forth in this chapter shall govern the conduct of hearings held by the council and the planning commission pursuant to the revised zoning ordinance of the city, including all hearings by the planning commission relating to zone changes, conditional use permits, variances and appeals from decisions of the planning commission held by the common council. Any other matters coming before the council or planning commission for hearing including but not limited to appeals under a sign, subdivision or site development ordinance may be governed by any or all of these rules at the discretion of the body which is involved.
