The city treasurer shall pay all warrants or orders signed by the mayor and recorder of the city when presented, if there money in the city treasurer for that purpose, and write the face of such warrant or order the date of redemption. If there are no funds to pay such warrant or order when presented, he shall endorse thereon “Not paid for want funds and the date of such presentment over his signature which shall entitle such warrant or order thenceforth to draw legal interest; provided, that such interest shall cease from the date of notice by publication in some newspaper printed and circulated in said city to be given by the city treasurer that there are funds to pay such out standing warrants or orders, which notice said treasure shall give in such case.
