Within a reasonable time after the community development director has completed the report required in MMC 3.14.040, the council shall hold an informational public hearing in which any person shall be given the opportunity to comment on the proposed advance financed public improvement. Because an advance financed public improvement does not result in an assessment or lien, the public hearing is for informational purposes only and is not subject to mandatory termination because of remonstrances. The council has the sole discretion after the public hearing to decide whether an advance financing resolution shall be adopted. (Ord. 4730 §5, 2000).
