Facilities shall be maintained and operated in accordance with all applicable laws and the applicable franchise agreements or license agreement for use of the right-of-way and any separate requirements of the pole owner and power provider. This shall include all requirements governing operation, any costs associated with maintenance and replacement of poles, removal of unused facilities, limitations and requirements on trimming trees and vegetation, timely graffiti removal, etc. (Ord. 5067 §1 (Exh.
