When the council desires to investigate or revoke any license issued by the city, it shall notify the licensee or cause him to be notified in writing of the time and place of the hearing or investigation. Such hearing or investigation shall be informal. Nothing shall operate to prevent the council from considering any evidence developed during such hearing or investigation toughing or concerning the fitness of the licensee to retain his license. If, upon such hearing and investigation, the council finds that cause exists for the revocation of such license, the same may be revoked by a majority or on motion by one of its members, such motion to be entered in the minutes of the meeting.
