Any distributor desiring to sell, lease, distribute, place or locate for operation in the city any amusement device as defined in this chapter shall make written application for license to do so and file the same with the city recorder. Any person, firm or corporation desiring to maintain, operate or locate for operation in their place of business in the city any amusement device as defined in this chapter shall make written application for license to do so and file the same with the city recorder.
