This ordinance regulates the purchase of used personal property by certain businesses. Such purchases present a potential avenue for the disposal of personal property which has been the subject of criminal conduct, most commonly theft. The risk is present despite the best efforts of legitimate businesses to otherwise control the risk. (Ord. 4950 §3, 2012).
