Any person upon filing an application for a license as required by this chapter shall refer the same to the health officer who shall examine the applicant as to his previous experience in handling insecticides and/or rodenticides. If, upon such examination, the health officer finds the applicant has adequate knowledge to safely carry on Pest control activities, he shall endorse on said application his approval and forward the same to the city recorder, who shall issue a license; provided, that the applicant further agrees to comply fully with the requirements of this chapter.
