The city manager is authorized to enter into negotiations with the county to make such arrangements as are necessary to further the purposes of this chapter. Any such agreement shall be approved by the council prior to going into effect, other than those provisions set forth in this chapter which require the joint use of dog facilities and the enforcement of certain common licensing requirements.
