Nothing herein shall be relief on or construed as establishing any city responsibility, obligation or liability to any third party, for damages or otherwise, arising from the actions or inaction of the city in applying this ordinance. Nothing herein lessens or otherwise alters the property owner’s responsibility to third parties arising from use and condition of the property. (Ord. 4784 §14, 2003).
