No locking-type nozzle nor latching-type nozzle shall be used at any time in connection with the delivering of flammable liquid from any tank vehicle. The discharge hose from any tank vehicle at time of delivery shall be bonded and of a type for oil deliveries and must be an electrical band, and the nozzle shall not be taken from the opening while liquid is flowing therefrom.
