When evaluating areas for future urbanization, the city shall consider the suitability and potential of the area to achieve the Great Neighborhood Principles provided in this chapter. Exceptions to certain principles may be considered for continuation of areas that are already predominantly planned for single-use commercial or industrial districts where mixed use is not anticipated.
