At the time of any expansion of the McMinnville UGB, the city of McMinnville shall follow a planning process that will guide the development of the expanded UGB in a manner that is consistent with the land use development tools and urban design requirements of the McMinnville Comprehensive Plan and also provides for the development of the identified land use needs that require the expansion of the UGB.
