Lands that are included in UGB expansion areas shall be assigned the urban holding (UH) comprehensive plan map designation. Exceptions to the assignment of the urban holding designation may be made for lands that are included in the UGB based on their suitability to provide a specific identified land need, such as commercial or industrial, or reflect a hazard or protected area, such as the floodplain (FP) designation.
