The city of McMinnville shall initiate an area planning process for UGB expansion areas that are designated on the comprehensive plan map as Urban Holding (UH). The city of McMinnville shall prioritize which UGB expansion areas to complete area planning for based on the size of the area, the need for coordination of the development of public infrastructure and services, and the expected time frame of development or redevelopment.
