Lands less than 10 acres in size may be annexed without the completion of the master planning process. Development of these lands shall be consistent with the land uses identified in the adopted area plan that is applicable to the land in question. Development of these lands shall be consistent with the land use development tools and requirements of the McMinnville Comprehensive Plan and the McMinnville Zoning Ordinance. (Ord. 5106 §3 (Exh.
