Neighborhood activity centers require locations that are not heavily parcelized, or characterized by numerous individual ownerships. Locations that consist primarily of large vacant parcels will maximize the ability to realize such mixed-use development in a cost-effective, comprehensively planned manner. (Ord. 5098 §1 (Appx.
