Bicycle licenses shall be issued for a three year period. At such time as the owner of a licensed bicycle sells, transfers, or gives said bicycle to another person, the license shall be void and the new owner must re-license the bicycle. A new owner has ten days within which to purchase the new license. Bicycle licenses shall be issued by the police department or by their authorized representatives. All bicycle licenses issued prior to February 1, 1984, shall become invalid on August 31, 1984. Issuance of licenses in accordance with this section shall commence on February 1, 1984.
