It is the responsibility of the bicycle owner to keep his or her bicycle in safe working condition. If a bicycle is obviously in an unsafe working condition, the police department or the department’s authorized representative may refuse to issue a license for the bicycle. When a license is refused, the person seeking the license shall be given a written list of repairs that must be made prior to licensing. (Ord. 4269 §l(b), 1983).
