Subject to applicable orders, certificates, or permits of the FAA, no person shall use the airport or any portion thereof, or any of its improvements or facilities, for revenue-producing commercial business or aeronautical activities unless and until he or she has first complied with the city code, applicable ordinances, and the adopted Minimum Standard for Commercial Aeronautical Activities.
