Any person desiring to build or place any bridge or culvert over any drain, or desiring to otherwise provide passageway over any ditch or drain, shall first make application to the street commissioner of the city for such permit or privilege, which application shall be referred to the city engineer, who shall prepare and furnish specifications from which such bridge, culvert or other passageway may be constructed, thereby providing sufficient and proper opening under such bridge, culvert or other passageway for the free and unobstructed flow of all water to be carried through such ditch or drain. The same shall be constructed in accordance with such specifications so furnished by the city engineer and under the supervision and direction of the street commissioner. (Ord. 1609 §4, 1925).
