The initial point for numbering of buildings shall be at the corner of First and Adams Streets as designated upon the consolidated map or plat of the city adopted by Ordinance No. 1765 of the city, filed in the office of the county clerk, and placed on record in said office on May 24, 1928. The system for such numbering shall be what is commonly known as the system of “one hundred numbers to the block,” but there shall be occupied of any numerical of one hundred in any one block shall be eliminated, so that when passing to the next block for numbering purposes, the beginning of the numerical for the next number one hundred higher shall be taken up. In so numbering said buildings, taking First Street at the initial point and then going north, the numbers shall be placed on the buildings using the numbers from 100 to such number as may be necessary to give a number to each space of ten feet on either side of the street in that particular block, and when passing to the second block the first number to be used in that block shall be 201, using such of the higher numbers as shall be necessary for numbering this block with a number on each side of the street to each space of ten feet and, when passing to the next block north the first number to be used shall be 301. For going south from First Street, the numbers shall be arranged in the same manner as when going north from that point as above stated, and for numbering the streets running east and west the initial point shall be Adams Street as designated upon the map or plat adopted by Ordinance No. 1765, and in going east and west from said point the numbering shall be done in the same manner as above indicated for numbering the streets running north and south. On all streets running north and south, the even numbers shall be on the east side of the street and the odd numbers shall be one the west side of the street, and on streets running east and west the even numbers shall be on the south side and the odd numbers on the north.
