Properties in areas that the city has determined are subject to area planning as provided in Chapter 17.10 MMC and in other adopted plans, such as the McMinnville growth management and urbanization plan, must have an approved area plan and master plan, as provided in Chapter 17.10 MMC, and have an annexation agreement to be annexed into the city.
