Properties subject to this chapter must enter into an annexation agreement with the city. The city council may adopt by resolution an annexation agreement with the owner(s) of property that is proposed for annexation to the city. The annexation agreement shall address, at a minimum, provisions for connection to and extension of public facilities and services to the annexed property. Connection to public facilities and services shall be at the discretion of the city, unless otherwise required by the Oregon Revised Statutes. Where public facilities and services are available and can be extended, the applicant shall be required to do so. The annexation agreement shall also describe a process and time frame for compliance with the McMinnville comprehensive plan. The annexation agreement can also have additional requirements for annexation into the city at the discretion of the city council that responds to the overall future growth and development needs of the community.
