There is created the office of city manager, and such city manager shall have supervision, direction and control over all nonelective officers and employees of the city in the exercise of their duties and of the work of all city departments other than the water and light department and commission, and office of municipal judge. The city manager shall have the authority to submit to the mayor and or council a list of recommendations to fill any position appointed by the mayor or elected by the council. (Ord. 3444 §1, 1969).
