Whenever a vacancy occurs on the common council, board or commission of the city, notice to the general public shall be given through the local news media and announced at a council meeting. Nominations and the election of a replacement shall occur at a council meeting not sooner than 14 days after the giving of notice of vacancy. An opportunity to volunteer to serve shall be expressed in the notices given to the public. (Ord. 3818 §1 (part), 1976).
