A. Each council person shall cast six votes in an election for any given position. The votes cast may be for one candidate or may be apportioned amongst the candidates nominated but all six votes shall be cast. In the event no candidate receives a majority of the votes cast, a runoff election shall be conducted between the two candidates receiving the highest vote totals.

B. In elections to fill a council vacancy, the council shall continue to vote, or may nominate additional candidates until such time as one candidate has received the votes of the majority of the incumbent members of the council.

C. In elections to other offices, if only two candidate are nominated and a tie vote occurs or if a tie vote occurs in a runoff election between two candidates, the mayor shall cast one vote to break the tie.

D. In the event three candidates or more receive the same number of votes, a runoff election shall be conducted. If none of the candidates in the runoff election receive a majority of the votes cast, then the candidate receiving a plurality of the votes shall be declared the winner. (Ord. 3818 §1 (part), 1976).
