Whenever any bicycle, firearms or other personal property other than abandoned vehicles, whether of the same or a different kind than enumerated in this section, are taken into custody of the police department or other department of the city by reason of seizure or abandonment, or for any other reason, the same shall be held at the expense of the owner or person lawfully entitled to possession thereof.
