At any time within 60 days after any property as specified in MMC 3.20.010 or part thereof has been taken into possession by the police department, except when confiscated or held as evidence, the owner or person lawfully entitled to possession may reclaim the same on application to the city police chief and satisfactory proof of ownership or right to possession, and upon the payment of charges and expenses, if any, incurred in the preservation and custody of the same.
