A. The city police chief shall, prior to conducting any auction of goods as mentioned in this chapter, attempt to notify the owner of said goods if said knowledge is within his possession or the true owner can be ascertained by reasonable effort on his behalf. A certified letter to the purported owner shall be sent not less than 15 days prior to the time any such item shall be offered for sale under the terms of this chapter. Failure of the true owner or purported owner of the property involved, to respond to said letter shall be grounds to deem that he has abandoned the same.

B. The contents of the certified letter specified in subsection A of this section shall set forth in specific terms the item held by the police department, a description and the requirement that said owner must reclaim his property prior to the time set for sale by the chief of police.
