This chapter shall apply to all property, or parts thereof, now in possession of the police department, as well as to all such property as may hereafter be taken into possession, except as otherwise provided in this chapter. The city police chief may, if he deems it expedient, proceed at once to sell any such property which has been in the possession of the police department for at least 60 days.
