Any person, firm or corporation desiring to transfer, from one location to another, or to another person, a license to transact business, shall appear in person or through its duly authorized agent and submit satisfactory proof to the city recorder of the change in ownership or location. If upon investigation of all sources at the request of the city recorder such official is satisfied that all ordinances have been complied with, he shall approve such transfer. In case of denial by the city recorder, the applicant shall have the right to appeal in writing to the council. Nothing contained in this section shall be construed to apply to licenses not assignable or transferable. (Ord. 2018 §3, 1941).
