Any person aggrieved by any decision of the finance director may appeal to the city manager (or their designee) by filing a notice of appeal with the finance director within 10 days of the serving or mailing of the notice of the decision.

The finance director shall transmit the notice, together with the file of the appealed matter, to the city manager, who shall fix a time and place for hearing the appeal. The city manager shall give the appellant not less than 10 days’ written notice of the time and place for hearing the appeal. The city manager may continue the hearing from time to time as necessary.
