Upon receiving six signed, written complaints from six separate persons within 30 days against a street vendor, the city manager will review the license issued. The manager may revoke or suspend a license. The licensee shall be given written notice of the alleged violation not less than five working days before the city manager considers action, and shall be given an opportunity to respond to the charges. An appeal of the city manager’s decision may be made to the city council if a written request is filed with the city recorder within five days of the manager’s decision. (Ord. 4083 §9, 1980).
