A. No individual, while performing private security services, shall wear or display any badge, insignia, device, shield, patch or pattern which indicates or tends to indicate that he is a sworn peace officer or which contains or includes the words “police” or the equivalent thereof, or is similar in wording to any law enforcement agency in this county.

B. A private security officer shall wear a uniform which does not duplicate or resemble the uniform of any law enforcement officer in the McMinnville area, to include the state police, sheriff’s department, city police or the uniforms of police officers in the immediate surrounding areas.

C. No person shall, while performing any private security services, have or utilize any vehicle or equipment displaying the words “Police,” “Law Enforcement Officer” or the equivalent thereof, or have any sign, shield, marking, accessory or insignia that may indicate that such vehicle is a vehicle of a public law enforcement agency.

1. Vehicle shall not be of any color used by authorized police personnel in the McMinnville area, including the state police, sheriff’s department, city police, or police vehicles in the immediate surrounding areas.

2. All vehicles shall have prominently displayed on the driver’s door the words “Private Security” and the licensee’s name. The words shall be of such height and configuration as to be clearly visible and shall be approved by the chief of police.

3. No vehicle shall be equipped with a siren.

4. The requirements for the marking of the security vehicle may be waived by authorization of the chief of police in writing.

D. Private security personnel shall not carry firearms unless they are first qualified, approved and registered by the chief of police.

E. Private security personnel shall not be allowed to install or use a police radio for the conduct of regular security services, nor shall they be allowed access to any law enforcement information files. A security service may utilize the police radio bands for emergency purposes only. The communication system to be used by the security service shall be fully described in the application for a license, and the frequency and channels to be utilized shall be on file with the chief of police. The location of the radio base station shall be on file with the chief of police. Failure to conform to the provisions of this section may be grounds for revocation of the license.
